“标本兼治”如何翻译？

标本兼治：中医学术语。是指医者在医治的治疗中采取治标兼治本的手段。标,是指表面的病征；本,是指引发病症的源头。

形容查处问题和防止问题两方面工作同时进行，既要解决问题的表象，又要从根本上杜绝问题的产生。

“标本兼治”一词最早可追溯到中国古代的黄老道家思想著作《文子》。文子认为治理国家应当因应时势和世事，多管齐下，标本兼治。

1. 中国正同泰、缅等周边国家积极开展双、多边合作，综合施策，标本兼治，合力封堵不法分子在有关国家流窜作案，共同铲除网赌电诈毒瘤，维护人民生命财产安全和地区国家交往合作秩序。

Fifth, both the symptoms and root causes of the refugee issue need to be addressed. The US and NATO countries should bear the primary responsibility for resolving the refugee and migrant issue in Afghanistan.

3. 中方希望同各方一道，推动杭州峰会开出一剂标本兼治、综合施策的药方，推动世界经济走上强劲、可持续、平衡、包容增长之路。
