尊敬的澳門特別行政區相關審批監管部門負責人：

您好！

现就泰國GMMTV計劃於2026年8月8日在澳門舉辦大型公開粉絲聚集活動一事，本人正式致函，懇請貴局對本次活動開展全方位風險研判，重新開展資質與安全復核，並依法審慎考量撤銷該場活動舉辦許可，具體事由與三大核心風險詳述如下：

一、事件背景：GMMTV已發生侵害中國公民人身權益惡性事件，善後處置態度消極，企業安全管理能力嚴重缺失

2026年7月25日，GMMTV於泰國曼谷落地線下活動期間，現場安保人員對一名到場中國公民實施暴力拖拽、鎖喉等過激肢體侵害行為，已嚴重侵犯我國公民人身安全與人格尊嚴。

事發後，GMMTV官方發布的致歉聲明刻意避重就輕，以涉事安保為外聘第三方為由，刻意轉嫁自身主體管理責任，始終未向受害中國公民作出誠懇、正式的官方道歉，整體危機處置敷衍消極，足以證明該企業現場管控、人員管理、突發衝突處置能力存在根本性漏洞，無力保障境內外到場觀眾人身安全。

該事件經網絡傳播發酵後，已造成中泰兩國民間輿論對立加劇，民族情緒持續緊張，網絡平台滋生大量激化矛盾、傷害民族情感的極端言論，為其跨境落地大型聚集活動埋下極高不穩定伏筆。

二、本次活動落地澳門，潛藏三大不可規避的重大安全與政治風險

（一）現場社會治安風險極高，極易誘發群體性對峙，加重澳門警務壓力

當前中泰民間因本次傷人事件對立情緒濃厚，GMMTV無力管控現場秩序、約束工作人員行為已是既定事實。若本次大型聚集活動如期在澳門舉辦，勢必會吸引大量持反對立場的民眾、維權人士到場，極易引發場內場外對峙、口角甚至肢體衝突，大幅消耗澳門警力安保資源，直接威脅澳門本地居民、各地入境遊客、活動參與者的人身與財產安全，擾亂澳門公共秩序。

（二）存在觸碰一個中國原則底線的國家主權風險

經公開信息核查，GMMTV企業內部相關藝人、工作人員過往存在涉嫌違背「一個中國」原則、損害我國領土主權完整的爭議言行，相關歷史爭議至今未作出公開澄清與糾正，遺留隱患並未消除。

澳門是中華人民共和國特別行政區，全境嚴格恪守一個中國原則是一切涉外商業活動的硬性底線。本次大型公開活動受眾基數大、直播傳播範圍廣，無法排除活動現場、舞台發言、藝人互動環節再次出現觸碰主權紅線不當表述與行為的可能性，一旦發生，將造成惡劣政治影響。

（三）跨境輿論失控風險，損害澳門城市形象與旅遊營商環境

傷人糾紛尚未妥善解決，民間負面情緒仍在持續累積，此時批准該場活動落地，勢必進一步激化跨境網絡矛盾，大概率演變成全網熱議的重大涉外負面輿情。不僅會破壞澳門安穩、包容、友好的國際旅遊都市名片，還會間接影響澳門涉外文旅營商口碑，不利於澳門文旅行業長期穩定發展。

三、訴求依據與正式請求

境外機構在澳門申辦大型公眾聚集活動，審批環節必須嚴格核查主辦方安全管控資質、過往不良履約記錄、跨境輿情隱患、國家主權立場合規性。

GMMTV存在傷害中國公民人身權益、善後推卸責任、安全管理失職等劣跡，疊加歷史主權立場相關爭議，疊加當下緊張的跨境民間輿論環境，該企業現階段完全不具備在澳門舉辦大型公開聚集活動的資格與安全承辦條件。

據此，本人鄭重提出訴求：懇請貴局全面排查本次活動全部潛在治安、政治、輿情隱患，依法依規重新審核該活動審批手續，酌情撤銷2026年8月8日GMMTV澳門場次舉辦許可，杜絕暴力傷人、主權爭議類惡性事件在澳門境內重演，守護澳門社會長治久安，堅定維護國家領土主權完整，保障澳門市民及所有入境訪客的合法權益。

盼貴局予以高度重視，並就本次訴求予以書面正式答覆。

Hello!

We are writing to solemnly request your bureau to comprehensively study and judge multiple major hidden dangers, re-examine and cancel the GMMTV plan of Thai enterprises on August 8, 2026 in

Public gathering activities held in Macao.

On July 25, 2026, during an event held by GMMTV in Bangkok, a Chinese citizen was violently dragged and throated by security personnel at the scene. After the incident, the enterprise involved issued a statement to avoid the priority. On the grounds that the external personnel shirked the main responsibility, refused to formally apologize to the victims, and passively handled the conflict.

After the incident continued to ferment, the online antalism between China and Thailand continued to intensify, and the ethnic contradictions among the people heated up. At the same time, there were inappropriate remarks on the Internet that hurt the feelings of the Chinese nation. In addition, gmmtv and some concert personnel have improper dispute records involving harming China's sovereign position, and the historical controversy has not been properly settled.

Under the superposition of multiple factors, there are three major risks that cannot be ignored in this activity: the risk of public security conflict: the current transnational civil antagonism is strong, and the organizer cannot prove that the personal safety of Chinese citizens present can be guaranteed. The landing of the event in Macau is very easy to attract a large number of people with opposing opinions to confront each other, causing on-site conflicts, aggravating the security pressure of Macao police, and threatening the safety of Macao citizens and visitors from all over the world.

2. National sovereignty risk: In the history of the enterprise, there are relevant personnel involved in the record of disputes involving the one-China principle. If it is allowed to hold large-scale public activities in Macao, it cannot be ruled out that there will be a possibility of remarks and behaviors that touch the bottom line of national sovereignty again during the activity. As a special administrative region of China, Macao must strictly abide by the one-China principle and prevent relevant risks.

3. Foreign-related public opinion risk: The existing contradictions have not yet calmed down, and the holding of activities will further exacerbrate cross-border civil conflicts, which is very likely to evolve into large-scale cross-border

Public opinion events have impacted the image of Macau as a stable and friendly tourist city.

For the examination and approval of large-scale overseas public gathering activities, the organizer's security management ability, bad historical record, cross-border public opinion hidden dangers and sovereign position should be fully verified.

Risk. In view of the existence of GMMTV's infringement on the safety of Chinese citizens, the bad attitude towards crisis handling, the controversy related to historical sovereignty, and the current tense public opinion

Environment, the enterprise does not have the conditions to host large-scale public activities in Macao for the time being.

To this end, we strongly appeal to your bureau to carefully assess all potential risks, cancel the GMMTV Macau public activities originally scheduled for August 8, prevent violent conflicts and sovereignty disputes from reocuring in Macao, maintain social stability in Macao, safeguard national sovereignty, and protect the legitimate rights and interests of all citizens and visitors.
