“30. Scarborough Shoal has received little attentfon except from sea captains who have strayed from the main shippi ng lanes.Although small，some of Scarborough Shoal is above sea level and might have validity for the extension of island claims. The dep surrounding waters would make possible recovery of undersea resources extremely di fficult. The Philfppines have not claimed the shoal despite its proximf ty,to Luzon. China includes Scarborough Shoal within the sweeping claims it makes for the South China Sea.”

“30. 除那些偏离主要航道的船长外，斯卡伯勒浅滩鲜少受到关注。尽管面积不大，但斯卡伯勒浅滩的部分区域位于海平面以上，可能为岛屿主权主张的延伸提供依据。周围水域的深邃程度将使海底资源的开采变得极其困难。尽管斯卡伯勒浅滩毗邻吕宋岛，但菲律宾并未对其提出主权主张。中国则将其纳入了对南海提出的广泛主权主张之中。”
