and Signs MOU with Hainan 中国—东盟中心应邀出席海南消博会并与海南签署合作备忘录】

On 13 April 2026, the launch event for the sixth China International Consumer Products Expo and 2026 “Shopping in China” International Consumption Season was held in Haikou, Hainan province of China. Chinese Vice Premier He Lifeng, Member of the Political Bureau of the Communist Party of China Central Committee, attended the launch event, and delivered a speech. H.E. Shi Zhongjun, Secretary General of the ASEAN-China Centre (ACC) was invited to the launch event.
2026年4月13日，第六届中国国际消费品博览会暨2026“购在中国”国际消费季启动仪式在中国海南省海口举行，中共中央政治局委员、中国国务院副总理何立峰出席启动仪式并致辞。中国—东盟中心秘书长史忠俊大使应邀出席。

On 14 April, the 2026 Global Industry Investment Promotion Conference for the Hainan Free Trade Port (FTP) was co-hosted by Ministry of Commerce of China and Hainan government. Feng Fei, Secretary of the CPC Hainan Provincial Committee, and Sheng Qiuping, Vice Minister of Commerce delivered welcome speeches. Liu Xiaoming, Governor of Hainan province, gave the presentation on industrial investment opportunities in the Hainan FTP. Secretary General Shi Zhongjun was invited and gave a speech. He mentioned that Hainan today is not only a “testing ground” for China’s high-standard opening-up to the world, but also a “fast track” for ASEAN companies seeking access to the vast Chinese market. Backed by China’s vast domestic market of 1.4 billion people, and facing the ASEAN economies with a combined population of nearly 700 million, Hainan stands as a natural strategic hub for ASEAN-China economic and trade cooperation. He expected that ASEAN and Hainan could work hand in hand, share China’s development opportunities, and jointly explore the vast promising potential of ASEAN.
4月14日，海南省人民政府与中国商务部联合主办了投资中国·2026海南自由贸易港全球产业招商大会，海南省委书记冯飞、商务部副部长盛秋平致欢迎辞，海南省省长刘小明进行了产业投资机遇推介。史忠俊大使应邀出席并发言。史忠俊提到，海南不仅是中国高水平对外开放的“试验田”，更是东盟企业进入中国大市场的“快车道”。背靠中国14亿人口的超大规模国内市场，面向拥有近7亿人口的东盟经济体，海南是中国与东盟经贸合作的天然战略枢纽，期待海南与东盟各国携手并肩，共享中国发展机遇，共拓东盟广阔蓝海。

After the Conference, SG Shi Signed Memorandum of Understanding on Jointly Promoting Economic and Trade Cooperation Between Hainan and ASEAN with Department of Commerce of Hainan province. According to the MOU, the two sides will thoroughly implement the important consensus on establishing a comprehensive strategic partnership between ASEAN and China, as well as the relevant requirements of the Regional Comprehensive Economic Partnership (RCEP) and the ASEAN-China Free Trade Area 3.0 Upgrade Protocol. Both parties will fully leverage the institutional and geographical advantages of the Hainan Free Trade Port, along with the platform and resource strengths of the ACC, to enhance the level of trade and investment liberalization and facilitation between ASEAN countries and Hainan, deepen economic and trade cooperation in tropical agriculture, green energy, digital trade, and other fields, jointly contribute to the construction of a closer ASEAN-China community with a shared future.
会后，史忠俊大使与海南省商务厅签署了《关于共同促进海南与东盟经贸合作备忘录》。根据备忘录，双方将全面落实中国与东盟建立全面战略伙伴关系的重要共识和《区域全面经济伙伴关系协定》（RCEP）及中国—东盟自贸区3.0版升级议定书有关要求，充分发挥海南自由贸易港制度优势与区位优势，以及中国—东盟中心平台优势与资源优势，推动提升海南与东盟国家贸易投资自由化、便利化水平，深化海南与东盟国家在热带农业、绿色能源、数字贸易等领域的经贸合作，共同打造中国—东盟地方合作标杆，助力构建更为紧密的中国—东盟命运共同体。

During the Conference, SG Shi exchanged views with Governor Liu Xiaoming on establishing pragmatic mechanisms to better facilitate cooperation and development between ASEAN Member States and Hainan. Shi Zhongjun noted that ASEAN partners are very interested in the distinctive preferential policies of the Hainan FTP. It is hoped that seminars or other approaches could be helded to enhance ASEAN partners’ understanding of the relevant policies. Liu Xiaoming said that Hainan province possesses unique strengths in new energy, and cross-border data, etc. He wished to collaborate with the ACC to further facilitate economic and trade ties between Hainan and ASEAN. During his stay in Haikou, SG Shi Zhongjun also visited and held discussions with Hainan Airport, Haikou Fullsing Internet Industrial Park, and Haiken Group.
会议期间，史忠俊大使与刘小明省长就中心和海南省建立务实合作机制，促进海南和东盟国家更好合作发展进行了交流。史忠俊提到，海南自由贸易港的独特政策优势对东盟合作伙伴极具吸引力，希望通过研讨会等多种方式助力东盟合作伙伴加深对有关政策的了解。刘小明表示，海南省在新能源、跨境数据等方面具有独特优势，希望与中心合作，更好促进海南与东盟之间的经贸往来。在海口期间，史忠俊大使还赴海南机场集团、复兴城互联网信息产业园和海南省农垦投资控股集团有限公司进行了考察并与相关企业座谈。
